Job Description Summary:
PayPal UK is seeking a dynamic, innovative, and driven Credit Compliance Lead to join our high-performing UK Risk and Compliance team, reporting to the Head of Risk and Compliance. The role is critical in enabling the sustainable growth of PayPal’s Credit business in the UK, which offers both regulated and unregulated credit products to its consumers and merchants in those markets. It will focus on ensuring regulatory compliance along with the development and implementation of the Credit Risk and Compliance strategies and relevant policies.

Job Description:
Core Duties and Key Strategic Objectives

  • Lead the planning and oversight of key regulatory deliverables in relation to the UK credit portfolio; Monitor relevant regulatory developments and changes
  • Provide functional leadership as the Regulatory/ Market Compliance subject matter expert across PayPal’s Risk and Compliance organization and the UK business
  • Collaborate with internal teams (such as the General Manager for Consumer Credit, Program enablement, Global Credit Risk and Compliance Business Partner, internal control partners, product leaders etc.) to identify clear steps necessary to manage regulatory developments and mitigate related risks
  • Partner with Government Relations, Regulatory Relations, Legal and other teams to maintain productive and positive regulatory relationships
  • Support process/product reviews to identify and mitigate first line risks, both operational & regulatory, in line with PPUK policy and appetite and regulatory requirements
  • Maintain specific payment services, credit risk and compliance knowledge to proactively advise on future and emerging regulatory risk and requirements across the evolving product offering
  • Manage credit risk and compliance reporting across various UK and Global management committees.


This role is essential to the overall execution of our PPUK Credit Risk & Compliance Program and is a critical participant in executing the Risk & Compliance Roadmap.

  • Partner with Risk and Compliance Business Partners and Program Enablement teams and work to implement changes to comply with the evolving regulatory environment.
  • Partner on the compliance new product intake and change management processes and implementation of control requirements.
  • Design and implement oversight frameworks for future expansion programs.
  • Expect to provide very visible engagement with varied Sales & Marketing stakeholders, including being comfortable with constructive risk challenge discussions.
  • Provide practical and extensive knowledge of Credit and Payment Service Providers in the UK/ EEA, including in-depth knowledge of regulatory credit compliance.
  • Provide inputs to first line on consumer protection related regulations including – consumer duty, vulnerable customers.
  • Be a champion for positive customer outcomes and provide a demonstrable understanding of Consumer Credit Risk assessment and measurement.


Basic Qualifications
  • 10+ years in the financial industry with proven experience in compliance leadership roles for regulated/consumer Credit portfolios.
  • Significant experience with the UK regulators and the regulatory exam process in a financial institution.
  • Extensive knowledge of FCA & PRA credit requirements plus appreciation of broader European credit regulatory landscape.
  • Personal confidence and humility. Gravitas and outstanding communication and interpersonal skills, applicable at all levels of PayPal. Adept at building internal as well as external network.
  • High personal resilience a self-starter with energy and drive for results. A high degree of self-motivation is a given.
  • Degree level education.
  • Excellent English communication and written skills.
  • Experience in partnering with and counseling senior business clients, particularly in the context of a rapidly changing and growth-oriented environment.
  • Strong problem solving, operational process and analytical skills.
  • High energy and creativity, an entrepreneurial spirit, and the desire to work in a fast growth and changing environment
  • Ability to work within a matrix environment and cross functionally with commercial, operations and technology functions
  • Experience in working in close partnership with commercial & product owners to develop pragmatic solutions to internal and external stakeholder requirements.
  • Strong project management skills and change management experience.
