PayPal’s UK Compliance position sits within a fast growing and dynamic region encompassing significant business, customer service and technology operations. The incumbent is expected to play a key role in evolving the UK Compliance agenda and thought leadership both within UK and across the organization. The UK market has more than 30 million customers and the Compliance organisation supports PayPal’s business footprint in facilitated by regulatory clearance, product functionality; expansion of customer service activities via captive/outsourcing arrangements; and building upon the successful technology outsourcing/captive capabilities.

UK Regulatory Reporting and Payments Compliance Manager
The UK Market Compliance team (“Compliance team”) is responsible for second line of defence compliance risk oversight, management and reporting across PayPal UK (Legal Entity). The team is part of the consolidated company-wide second line, which is independent and organisationally separate from PayPal’s business and centralised organisations.
We are looking for an experienced Payments Compliance Specialist who will be assisting with the activities of PayPal’s UK entity regulatory compliance including managing the regulatory reporting.

UK Regulatory Reporting and Payments Compliance Manager
The UK Market Compliance team (“Compliance team”) is responsible for second line of defence compliance risk oversight, management and reporting across PayPal UK (Legal Entity). The team is part of the consolidated company-wide second line, which is independent and organisationally separate from PayPal’s business and centralised organisations.
We are looking for an experienced Payments Compliance Specialist who will be assisting with the activities of PayPal’s UK entity regulatory compliance including managing the regulatory reporting.
Core responsibilities:
The Compliance team’s responsibilities in relation to PayPal UK include:
- Overseeing regulatory compliance risk for Payments; Leading the delivery of regulatory reports
- Developing policies to ensure all relevant Payments regulations are implemented and embedded in the organisation
- Developing monitoring and testing to ensure adherence to Payments policy requirements
- Providing Payments subject matter expertise to support the business and centralised organisations in executing the requirements of the programme and managing risks
- Providing effective challenge to the business and centralised organisations
- Conduct Payments related risk assessments and,
- Communicating and reporting on the programme, aggregated risk views, and risk-related matters.
Deliverables and key activities
- Oversight of the Legal Entity's PSR implementation and related policies including its SCA Program and Open Banking offering.
- Evaluate and challenge status quo with the aim to continuously improve and adapt the Legal Entity’s approach to and level of compliance with PSRs and EMRs.
- In cooperation with the first line risk teams, promote and contribute to timely recording and remediation of any payments related issues and gaps and keep updated on the overall status and extent of payments-related issues.
- Provide advisory support to internal teams working on various parts of payments related matters incl. the SCA program and the Open Banking offering.
- Contribute to existing internal and external reporting on payments related matters and take lead and/or develop any new or additional reporting that is needed.
- As requested, lead or present at any forums or working groups covering e.g. SCA, fraud and Open Banking.
- Support Legal Entity’s needs surrounding documentation (e.g. assist in policy refresh, documentation of procedures and security measures)
- In collaboration with the Regulatory Relations team, provide support in preparation and response to regulatory requests and inspections in relation to payments.
- Drive awareness on payments regulations among relevant staff and develop trainings and communications.
- Maintain strong understanding of PayPal products and services and how the PSRs and EMRs, including SCA, has been implemented.
- Support the Product Compliance team to review and assess new and changed products, processes and solutions for Payments as part of the Risk & Controls Identification Process and take part in the New Product Forum.
- Support with business enablement discussions that require consideration of PSRs, EMRs (including SCA specific requirements.
- A Bachelor’s degree is required. A compliance qualification is an advantage.
- Extensive technical knowledge of the Payment Services Regulations and the Electronic Money Regulations.
- Extensive regulatory reporting experience to UK authorities.
- Extensive experience in partnering with and counselling senior business clients, particularly in the context of a rapidly changing and growth-oriented environment.
- Extensive experience implementing new regulatory requirements.
- Experience in teaming with technology and engineers on product development.
- Experience with drafting Compliance policies and procedures.
- Extensive experience with regulators and the regulatory exam process, ideally for Electronic Money Service businesses, Payment Service Providers or money transmitters.
- Strong, communication and negotiation skills.
- Strong problem solving and operational process skills and attention to detail.
- Excellent ability to analyse compliance risks in complex business processes and recommend controls to mitigate those risks.
- Excellent executive presentation and project management skills with the ability to successfully work multiple issues at one time and work across global time zones.
- High energy, intellectual agility and creativity, an entrepreneurial spirit and the desire to work in a fast growth and changing environment.
- Ability to work within a matrixed environment and cross functionally with operations and technology functions.
